The class this spec governs.

§max_latency_ms: u64

Maximum acceptable average queueing latency in milliseconds.

§min_throughput_bps: u64

Minimum guaranteed throughput in bits per second.

§max_jitter_ms: u64

Maximum acceptable jitter (latency variance) in milliseconds.
