Tunable parameters for the aging / anti-starvation mechanism.

§promote_after_ticks: u64

Number of ticks a message must wait before its effective priority is promoted by one level. Default: 50.

§max_queue_size: usize

Maximum number of messages kept per peer queue. Default: 256.
