Four-level priority for outbound peer messages.
The integer discriminants are intentional: Ord derived from them means
Background < Normal < High < Urgent so arithmetic promotion (as u8 + 1)
produces the next level.
Variants§
Background = 0
Best-effort background traffic (gossip, keep-alives, …).
Normal = 1
Default priority for ordinary messages.
High = 2
Important messages that should be delivered before normal ones.
Urgent = 3
Time-sensitive messages that preempt all others.
