Expected number of ticks between successive heartbeats from a peer.

Consecutive misses threshold for transitioning to HealthTier::Degraded.

§unhealthy_miss_threshold: u32

Consecutive misses threshold for transitioning to HealthTier::Unhealthy.

§dead_miss_threshold: u32

Consecutive misses threshold for transitioning to HealthTier::Dead.
