Flag layout

Bit	Constant	Meaning
0	FrameFlags::SYN	Open (create) a new stream
1	FrameFlags::FIN	Close stream gracefully
2	FrameFlags::RST	Reset stream immediately
3	FrameFlags::ACK	Acknowledgement frame
4	FrameFlags::DATA	Frame carries payload data
