Parameters controlling how peer scores are weighted and decayed.

§topic_weight: f64

Weight for topic-specific score component.

§delivery_weight: f64

Weight for delivery rate score component.

§behaviour_weight: f64

Weight for application behaviour component.

§decay_interval_secs: u64

How often (in seconds) scores are decayed.

§score_threshold_ban: f64

Score below which a peer is banned.

§score_threshold_graylist: f64

Score below which a peer is greylisted (but above ban).
