An RAII guard returned by NetworkCircuitBreaker::call.

Drop the guard without calling CircuitCallGuard::record and a CircuitOutcome::Timeout is automatically recorded. This ensures that abandoned in-flight requests are always accounted for.

Timestamp at which the call was issued (µs).
