A time-bounded advertisement of the Capability set that a peer supports.
Advertisements are valid while current_tick < expires_at_tick. Once
expired they should be ignored for routing decisions, and can be removed by
calling PeerCapabilityRegistry::evict_expired.

§peer_id: StringUnique peer identifier.
capabilities: Vec<Capability>Capabilities the peer currently advertises.
advertised_at_tick: u64Tick at which this advertisement was created.
expires_at_tick: u64Tick after which this advertisement is considered expired.
