The two budgets every physical request has to pass.

IG meters an allowance per API key and one per account, and a pool draws on both at once: the key’s own bucket and the account bucket its keys share. Both are charged per HTTP request actually sent — logins, token refreshes and retries included — because that is what IG counts.

The budget of the API key serving this request.

account: Option<&'a RateLimiter>

The budget shared by every key of the account, when one is configured.
