If path is None or the file does not exist, all defaults are used.

Convert TOML-based AppConfig into the legacy AgentConfig used by the agent loop.

This bridges CLI/TOML settings so they actually reach execute_single_iteration(). Fields that have no TOML equivalent (e.g. agent_id, prompt_template) receive sensible defaults.

pub fn build_risk_config(&self) -> RiskConfig

Build a hyper_risk::risk::RiskConfig from the TOML [risk] section.

This ensures CLI / TOML risk limits are respected by RiskGuard instead of relying on the separate JSON file on disk.
