This enum replaces duplicate backoff strategies in aura-sync, aura-agent, and provides a single source of truth for retry delays.

Fixed

Fixed delay between retries

Linear

Linear increase: delay * attempt

Exponential

Exponential increase: delay * 2^attempt

ExponentialWithJitter

Exponential with jitter to prevent thundering herd
