Group → (channel, section) slot assignment for a quarter-scan panel

The table is indexed by row group (y / (PANEL_ROWS / 4)); each entry is (channel, section) where channel 0 is the top framebuffer band (framebuffer rows 0..PANEL_ROWS / 4, channel 1 the bottom band) and section selects which PANEL_COLS-wide half of that channel’s shift register the group is wired to.
