A wrapper around Arc<RwLock<TcpStream>>.

ArcRwLockStream provides shared, thread-safe access to a TcpStream using an atomic reference counter (Arc) combined with a read-write lock (RwLock). It is primarily used to safely share the stream across asynchronous tasks.
