Compact storage for block addresses using delta + bitpacking

Memory layout:

• Header: num_blocks (u32) + offset_bits (u8) + length_bits (u8)
• Bitpacked data: offsets and lengths interleaved

Uses delta encoding for offsets (blocks are sequential) and stores lengths directly (typically similar sizes).
