Read policy from environment: HERMES_PIN_METADATA_BUDGET_MB (default 0 = off), HERMES_PIN_MODE = mlock (default) | copy.

Used as the default initializer for pin_policy. Consumers such as hermes-server expose CLI flags and honor these environment values when the corresponding flags are unset.
