Default resource tenancy implementation based on FHIR resource categories.

This implementation categorizes resources as:

  • Shared: Terminology (CodeSystem, ValueSet, ConceptMap, NamingSystem), Conformance (StructureDefinition, CapabilityStatement, SearchParameter, OperationDefinition, CompartmentDefinition, ImplementationGuide)

  • Configurable: Organization, Location (may be shared or tenant-scoped)

  • Tenant-Scoped: All clinical and administrative resources
