Explicitly retained passkeys, re-certified by the proposed new owner key for the exact resulting owner state. Existing credential IDs and verified public keys must match. Completion atomically replaces these certificates and retires unselected old certificates; an empty list retains none. At most 256 certificates; request PoP binds the complete list.
