Signup uses one previously admitted reservation. With no admission, an independently rooted bearer adds a device to its existing account, or a claimable agent bearer claims its account under a new handle. Anonymous signup preserves the anonymous account UUID. The challenge records which ceremony was admitted; completion cannot switch ceremonies or accounts.
