Purge capability evidence plus a leaf-subject operation signature. The signature MUST be made by the leaf capability subject key; matching only a principal id is insufficient. The signed body is reconstructed from the transfer and the canonical PurgeOperationSigningBody contract in repo_sync.proto, so this authorization cannot be copied beside another spool, identity, or payload.
