change_id: Vec<u8>

#976 raw 16-byte rewrite-stable change identity; empty unless applicable. NEVER a biscuit subject. Prefer raw bytes over the ChangeId wrapper so the wire stays a plain 16-byte blob for early clients.

entity: Option<Entity>

Kind-specific typed payload — the oneof tag IS the entity kind. Tags 4–8 preserved from the Tier-1 unary contract; Tier-2 arms use 20+.
