Revoke a specific device root by its public key. Closes weft#2047 C5: a
passkey-enrolled device root (registered via RegisterPublicKey) had no
revoke path — RevokeCredential targets issued_credentials, not the
device_roots row that anchors a passkey/one-key enrollment. Revoking the
device root removes it from the account’s registered roots so tokens it
authored (and its Tier-1 request PoP) no longer verify.
