Creates or replaces the configurable fields of a spool’s one remote link. A missing remote_links row is the normal create path (including adoption that stops before refs publish), not an error. Source authentication details are resolved through the same server-owned provider records as import; no credential or token is carried by this request.

May store FETCH_FROM_REMOTE, PUSH_TO_REMOTE, or BIDIRECTIONAL. See RemoteLink.honored_directions for the capability actually in force.

sync_interval: Option<Duration>

Absent means manual sync only and clears any prior periodic schedule.
