A structured repair proposal attached to a diagnostic.

id and summary are agent-readable metadata; safety is the dispatch dimension that decides whether the repair clears an autonomy ceiling. The concrete edits, when known statically, live on the diagnostic’s fix: Option<Vec<FixEdit>>; this Repair is the classifier above those edits, not a replacement for them.
