Struct Made

Each collection and branch this service made, by its Lys kind and name.

Each is kept with when its write committed, in Unix seconds, and whether its placement in Lys has been answered. Placing runs on its own thread after the commit (serve/placement.rs), so Lys, asked about what was just made, would not yet hold it; a gate asking about it is told when the placement lands.
