What a client may turn off in the fetch capability.

filter is the one capability an operator plausibly wants to decline (serving a partial clone means serving arbitrary blob subsets), so it is a knob rather than a constant. Declining it removes the feature from the advertisement and makes the parser reject the argument, together, in fetch_capability and crate::upload_pack::FetchRequest::parse.
