Every class’s fan, standing, for the life of the process.

Built once in [crate::server::SshServer::new]. A request classifies, passes the governor, and is submitted here; the thread that runs it was already alive and parked before the client connected.

Build all five fans. Call this at BOOT, once.

depth is per class, not shared: a queue of clones filling up must not refuse an ls-remote, which is the same head-of-line reasoning the governor’s per-class sojourn windows exist for.

Hand an operation to its class’s standing fan.

Operations this class’s fan has picked up. Applied output — the only thing that says the fan is CARRYING traffic rather than merely existing.
