A one-shot latch for “this operation’s work has actually started”.

Its own type so the “was the sojourn ever measured?” question has one answer-holder rather than a bool copied into two structs.

Claim the mark. true the first time, false for every later call, so a caller that marks twice files one sample rather than two.
