Whether the verifying hooks run before a commit object is written.

The verifying hooks are pre-commit (or pre-merge-commit for a merge) and commit-msg. prepare-commit-msg and the post-* hooks run under either policy, as in Git.

SkipVerify

Skip the verifying hooks (--no-verify).
