Write a reachability bitmap for a MIDX layer that was just serialized to midx_bytes.

Write a reachability bitmap for the tip MIDX under pack_dir.

The bitmap header checksum must match the MIDX file checksum (midx_checksum).

Errors

Returns PackBitmapWriteError::NotClosed when objects reachable from ref tips are missing from the MIDX pseudo-pack order.
