The regulating machines a solve may act on.

Network data, so it travels in the signature rather than in PowerFlowOptions — the same place and for the same reason as TapData. A caller with none passes RemoteControlData::none, which is what makes PowerFlowOptions::control_remote_voltage a no-op rather than a lie.
