Components are gated by [is_allowed]; the bindings file is the
authoritative source, but flows that reference secrets directly via
node config fields (api_key_secret: "llm-api-key") would otherwise
have their lookups denied even when the secret is provisioned. Calling
this from the pack flow loader closes that gap without changing the
component manifest contract.
