Mirror of greentic-designer store::secrets_policy::SecretSharePolicy.

Uses #[serde(tag = "policy", rename_all = "kebab-case")] to emit the policy as an inlined tag field, matching the designer’s wire format exactly. Only Serialize is derived — packc emits this sidecar but never reads it back.

Publisher may supply an overridable default (referenced, never inlined).
