Expand description

Resolve the latest published version of a crate by hitting the crates.io HTTP API directly. Returns max_stable_version when present, falling back to newest_version and then max_version. Replaces an earlier cargo search-based resolver that ranked results by relevance and parsed stdout heuristically — both brittle for <name>-dev aliases that share prefixes with their stable parents.
