Edge direction a CSR file is keyed by.
Out means rows are keyed by src_id and neighbors are destinations;
In means rows are keyed by dst_id and neighbors are sources.
Undirected traversal is served by unioning the two — there is no
undirected file on disk.

Outgoing edges: keyed by src_id, neighbor is dst_id.
In
Incoming edges: keyed by dst_id, neighbor is src_id.
