The bar that appears over a selection, says how large it is, and offers what can be done to it.
The count is the number of rows the caller says are selected, which is the number the bar states. When more rows exist than the host has loaded, the bar offers the wider intent as a separate, named action rather than quietly claiming the selection already covers them.
