Whether a grid draws rules between its rows.

A grid groups with alignment and with the wash a row takes under the pointer, which is enough at the row heights this library ships. Rules are the answer to one specific problem — a dense grid whose rows are short enough that the eye loses which cell belongs to which record — and they stay off until a caller says that is the problem they have.
