A mark that the editor draws on the vertical scrollbar track for a UTF-8 byte range.

This is the counterpart of Monaco’s overviewRuler decoration option. Like a GutterDecoration, an empty range marks a line boundary.

The default is an empty range at the start of the document in the center lane, in the editor foreground color.
