Datetimes with fixed offsets must be converted to utc before comparison.
The Tz operators are for working with datetimes with fied offsets where you want to not consider datetimes referring to the same instant but with different timezones equal (that is, to be equal both the time and timezone must match). I think this is probably a rare use case.
