Struct Quantity

A fixed-point decimal value with a unit, constrained by the QuantityUnit marker U. Encodes to the rich SchemaValue::Quantity.

Clone/Debug/PartialEq/Eq are implemented by hand so the marker type U itself does not need to implement them.
