Relationship between a time scale and TAI.

The defining invariant is:

T_tai = T_scale + offset

§Variants

  • Fixed: constant offset (no external dependencies)
  • Contextual: depends on runtime leap-second information

Contextual scales require a leap-second provider for correct conversion.
