Variants (Non-exhaustive)

Fixed offset — no context required.

Identity

Identity mapping (GPS <-> Galileo: same nanoseconds).

EpochShift

Constant epoch shift without leap-second context (GLONASS <-> UTC).

Requires LeapSecondsProvider.

SameScale

Same scale (no conversion needed).
