The host side of the wire (HostGate, HostPolicy, HostDeadline, Operator) names the four deciders of a host request the node relays to an ACP session; the provider side (ProviderClassifier … ProviderQuota) names refusals the provider reported through a typed field. Unknown means no typed field named the blocker – text may still have filled reason/help, but never this field: authority is never guessed from text.

Variants

HostGate

A dangerous-command gate forced the outcome ahead of the host’s policy.

HostPolicy

The host’s policy decided the request the instant it arrived.

HostDeadline

A deferred request the host’s policy decided after no operator answered in time.

Operator

An operator explicitly declined.

ProviderClassifier

The provider’s own auto-mode classifier refused the call.

ProviderPermissionRule

A provider-side permission rule (an allow/deny list entry) refused the call.

ProviderSandbox

The provider’s sandbox refused the call.

ProviderRefusal

The provider declined with a stopReason: "refusal" or equivalent.

UserRejected

A human declined inside the provider’s OWN UI/CLI.

ProviderQuota

The provider’s own account/plan quota, rate limit, or usage cap was exhausted. reason_kind carries the provider’s own vendor code.

Unknown

No typed field named who blocked it.
