Exact function-space penalties for the anchored I-spline basis.
roughness is the derivative Gram of the represented value function and
nullspace_shrinkage, when requested and structurally non-empty, is the
exact L² metric restricted to null(roughness). The latter is a separate
REML coordinate; it never adds a coefficient-space ridge to directions the
primary roughness already controls.
