The coefficient frame a set of penalty roots is expressed in.
The reparameterization’s declared-null basis is stored in the TRANSFORMED
(post-Qs) frame, so projecting an ORIGINAL-frame penalty against it
requires rotating the basis by Qs first. Naming the frame at the call site
is what keeps that rotation from being a coin flip.
