RAW per-row spectral data of a spectrally-deflated undamped evidence H_tt
block (see ArrowFactorCache::deflation_row_spectra).
evecs columns are the RAW symmetric eigenvectors uₘ of H_tt
(orthonormal; the deflated directions vᵢ are the subset whose eigenvalue
was pinned). raw_evals[m] is the RAW eigenvalue λₘ BEFORE the unit-pin /
floor-clamp. cond_evals[m] is the conditioned eigenvalue λ̃ₘ the factor
actually uses (λ̃ = λ for an unclamped kept direction, the positive floor
for a clamped kept direction, 1 for a deflated direction). Together they
give the Daleckii–Krein divided differences the outer-gradient deflation
correction needs.
