The rung a CERTIFICATE was decided against, in owned form (#2530).
StationarityRung::label is a &'static str — a fixed in-process
vocabulary — and a certificate is a PERSISTED artifact: it round-trips
through Serialize/Deserialize from stored fits, where a borrowing
deserializer cannot produce a 'static label. So the certificate owns its
label while the in-process refusal carrier keeps the static form. One
allocation per minted certificate, which is once per fit.

derived_standard: boolWhether this rung is the derived resolvability standard rather than a gradient-magnitude substitute.
