Result of writing one certified chart coordinate into an activation row.
The edited row is always x + δ, where δ is the delta returned by
steer_delta for the atom’s current encoded coordinate and the requested
target coordinate. Because only the on-manifold atom chord is added, every
component of x outside this atom’s chart residual is preserved exactly; this
is the locality guarantee missing from whole-residual linear-steering
baselines.
