Struct WinnerSelector 

pub struct WinnerSelector;

The trivial selector: always returns set.winner(). Behaviorally identical to pre-Phase-5 dispatch — every call that doesn’t explicitly supply a selector falls back to this.

Implements RuntimeSelector via the trait’s default select. Use directly via WinnerSelector or wrap in Arc::new(WinnerSelector) as Arc<dyn RuntimeSelector> for the executor APIs that take an Arc<dyn RuntimeSelector>.
