Create affine quantization parameters.

scale must be finite and strictly positive. It is stored by bit pattern so tensor metadata remains equality/hash stable.

Create per-channel affine quantization parameters.

axis identifies the quantized channel dimension in the tensor shape. scales and zero_points must have the same non-zero length.
