Operator-visible control mode for the D1.a parallel WAL contract.

Auto keeps the deterministic parallel data plane enabled and allows the optional decision plane to tune batching/flush behavior within declared safety bounds. Conservative forces the compatibility-safe single ordered path. ShadowCompare runs the conservative proof path alongside the parallel data plane and forces a downgrade if the two disagree.
